Tēnei tūranga - About the Role:

As Team Leader, Trade Remedies you will be responsible for the management and oversight of the Trade Remedies team’s work investigating allegations of unfair international trade. You will draw on your leadership and decision-making skills to ensure the timely delivery of each trade remedies investigation, as well as the wider stewardship of Trade Remedies regulatory system – one of 18 regulatory systems MBIE is responsible for.

You will be responsible for the management of up to five staff and will have a strong focus on the continuous development of the team’s capability. The Trade Remedies system has evolved in recent years in response to the Government’s broader economic interests, and you will have the opportunity to innovate in how the team delivers its work.

You will lead the team’s engagement with a range of stakeholders, including industry (both domestic and foreign), other government agencies, foreign governments and international organisations.

The role is one of two team leader positions in the wider Trade and Supply Chains team. You will have the opportunity to work closely with the Trade and Supply Chains Manager to provide oversight and strategic direction. International and domestic travel may be required from time-to-time.

About the Team

The Trade and Supply Chains team is responsible for administering New Zealand's Trade Remedies system, which ensures import competition is fair to New Zealand industry. We investigate and take action on dumping and subsidisation of imported products under domestic legislation and World Trade Organisation agreements. We have worked on a variety of high-profile investigations and have a busy forward work programme.

Alongside responsibility for New Zealand’s trade remedies regime, other priorities for the wider Trade and Supply Chains team include reducing barriers to businesses’ ability to trade offshore, partnering with foreign governments to reduce trade barriers, and strengthening supply chain resilience. We work closely with teams across MBIE, as well as the Treasury, the Ministry of Foreign Affairs and Trade, and regulators across government.

• Strong leadership skills and the ability to motivate people to do their best, with a focus on developing the capability of the team.
• The ability to manage ambiguity, make sound decisions with incomplete information, and provide clear direction to maintain the momentum of the team’s work.
• Strong influencing skills with experience working with senior leaders and Ministers.
• Clear and concise communication skills (both oral and written communication) with experience tailoring information for different audiences.
• Familiarity and comfort working with quantitative analytical frameworks and tools (eg Excel). Advanced quantitative skills are not required, but comfort interpreting businesses’ financial information would be an advantage.
• Previous experience in one or more of the following areas would be an advantage but is not essential: trade remedies; competition or market analysis; investigative work involving financial or accounting information; policy development and analysis; economic or legal frameworks; regulatory
• environments; or trade policy.
• A relevant tertiary qualification in accounting, law, economics or a related discipline, coupled with an ongoing commitment to personal professional development.
• The legal right to live and work in New Zealand and the ability to gain and maintain a national security clearance.
