Tēnei tūranga - About the Role:

MBIE’s Trade Remedies team forms part of MBIE’s Trade and Supply Chains team, which has policy responsibility for areas including technical barriers to trade, standards and conformance, and international regulatory cooperation.

The team is responsible for administering New Zealand's trade remedies system, which ensures import competition is fair to New Zealand industry. We investigate and take action on dumping and subsidisation of imported products under domestic legislation and relevant World Trade Organisation (WTO) agreements. In delivering this function, we work closely with internal and external stakeholders within and outside Government.

We are looking for either a Principal or Senior Trade Remedies Analyst. You will provide technical expertise to support the delivery of New Zealand’s trade remedies investigatory functions, and more broadly support the team’s stewardship of the New Zealand trade remedies system. 

Senior Analyst
You will participate in a variety of trade remedies investigation activities, including:
•    Gathering and verifying information, engaging with domestic and overseas industry stakeholders. This may involve domestic and international travel.
•    Analysing and interpreting qualitative and quantitative data to answer legal questions within applicable frameworks (i.e., domestic legislation and international agreements).
•    Preparing formal reports, and advice for Ministers, working closely with MBIE’s Legal team.

You will also work on wider trade remedies workstreams including by engaging in WTO fora and supporting Free Trade Agreement negotiations on trade remedies, and will coach other members of the team. 

From time to time, you may also support other workstreams within the Trade & Supply Chains team’s wider remit. 

Principal Analyst
You will be involved in all the activities described above. 

As a Principal Analyst, you will also:
•    Lead and provide direction for trade remedies investigations.
•    Work with the Team Leader to strengthen the trade remedies regulatory system, including identifying and leading key initiatives.
•    Represent the system to internal and external stakeholders.

Skills and Experience Required
 

Senior Analyst
•    You have demonstrated investigative skills (information gathering, verification/ validation, analysis and interpretation of information).
•    You understand and have experience using economic, accounting or financial analytical frameworks
•    You have advanced skills in Microsoft Excel or equivalent data analytical software.
•    You can clearly communicate your analysis, findings and conclusions as the basis for recommendations to decision-makers, applying the relevant legal tests.
•    You are a strong influencer with sound experience working with senior leaders, and the ability to advocate for the trade remedies system.
•    You are comfortable dealing with ambiguity and changing requirements.
•    You demonstrate proactivity and initiative, sound judgement, accuracy and a sense of urgency when responding to requests or delivering on tasks.
•    You have experience coaching colleagues and team members.
•    You have a relevant tertiary qualification and a commitment to ongoing professional development.
•    You are able to gain the legal right to live and work in New Zealand.
•    Being able to gain and maintain a national security clearance would be an advantage.

It would be desirable if you have one or more of the following:
•    WTO trade remedies training and / or past trade remedies experience.
•    Legal qualification / experience.

Principal Analyst
You will be able to demonstrate the skills and experience described above. 
In addition: 
•    You are able to lead trade remedies investigations including providing direction and quality assurance and being able to independently undertake all aspects of the process (information gathering, verification/ validation, analysis and interpretation of information, application of legal tests and provision of advice).
•    You can proactively identify system issues and conduct analysis to identify solutions.
•    You model positive management and leadership behaviours.
•    You have demonstrated experience mentoring team members to ensure quality of advice and practice within the team.
It would be desirable if you have one or more of the following:
•    Experience leading initiatives to strengthen a regulatory or similar system.
•    Experience representing a regulatory or similar system with key internal and external stakeholders.
