Tēnei tūranga - About the Role:

The Principal Intelligence Analyst is an analytical and technical expert for MBIE Intelligence (MI). As such you will be responsible for providing valuable insights on the impacts of single or cross-cutting MBIE business areas, identifying risks and opportunities, both now and in the future.
 
In this senior role, you will work in partnership with your team, other MI functions, and external/international intelligence agencies to build relationships and ensure that intelligence products are shaped and presented to provide maximum value to our customers. As a mentor for Intelligence Analysts and Senior Intelligence Analysts, you will use your broad knowledge and experience to work through complex, ambiguous, and/or sensitive intelligence requests, helping to set the tone for standards and professionalism.
 
The Principal Intelligence Analyst will develop training in conjunction with Intelligence, Practice, and Professional Development, delivering this training as required with excellent presentation skills. You will be expected to provide specialist strategic advice to the Intelligence Leadership team and the wider Data, Insights, and Intelligence Leadership team, supporting the strategic direction of the group and MBIE.

About the Team

This Principal Intelligence Analyst position is placed within the Open-Source Intelligence workstream as part of the OSINT team. The OSINT workstream supports the development and growth of this collections capability, providing support to stakeholders and decision makers, within both MBIE and New Zealand government, through the collection of publicly available information. 

The OSINT workstream is a team of open-source analysts and researchers providing Open-Source and social media intelligence to improve operational and tactical outcomes across MBIE. The team supports outputs and customers through collection and analysis, is curious, imaginative and persistent in our tradecraft, and embraces continuous improvement and collaboration. 

The OSINT team works to progress the OSINT capability collaborating with partner agencies and communities of practice to produce an all of government standard. The Principal Intelligence Analyst, OSINT is the technical lead supporting the team to provide analytical excellence, through an innovative and open mindset.

Skills and Experience Required
 

• 2+ years Intelligence Analyst experience at a senior level within a government agency
• Experience or a background using Open-Source intelligence collections
• Demonstrable background in mentoring and coaching others in intelligence practices and the application of analytical tools to provide ‘fit for purpose’ intelligence products.
• Clear concise communication skills, written and oral at all levels. 
• Astute, with strong analytical skills, a problem-solving approach and robust judgement.
• Effective interpersonal skills, with the ability to develop and maintain productive relationships across a diverse stakeholder base and range of agencies.
• A collaborative and action-oriented approach to issues, tasks and projects.
• Experience or background in Intelligence Requirements Management.
• Demonstrated ability to adapt within a dynamic environment and varied workstreams.
• Experience in providing intelligence advice to stakeholders utilising multiple sources of information and mitigating areas of uncertainty.

The following may be an advantage:

• A tertiary qualification or comparable relevant experience.
• Previous experience with regulatory functions or law enforcement in the public sector
• An understanding of intelligence and risk management within the public sector
• Developing, implementing, and conducting training 
• Experience of handling sensitive or classified information
