Are you a strategic thinker with knowledge of Te Tiriti o Waitangi and its implications for public policy and service delivery?

Resource Markets is seeking a Principal Advisor – Treaty Commitments to lead and influence across the Resource Markets Branch, working with other government agencies on Treaty settlement, negotiation and legislative processes and ensuring Treaty commitments are upheld and embedded into our operational practice.

This strategic, hands-on role will work with the Manager, Operational Policy and Regulatory Practice to lead the delivery and monitoring of MBIE’s Treaty Commitments Work Programme in the petroleum, minerals, and resources sectors. You will provide strategic advice and thought leadership on Treaty settlement redress under the Crown Minerals Act 1991.

You will be someone who can build and maintain partnerships with iwi, hapū, and Māori organisations. You will be able to demonstrate understanding of current government policy and stakeholder views on Te Tiriti o Waitangi and the implications for development of policy, application of legislation, and operational policy. You will provide our Resource Markets policy and operational teams with advice and support to understand and ensure Treaty settlement redress is implemented in a timely and effective manner, and that decision-makers give regard to Treaty commitments in our mahi.  You will also mentor and support Senior Advisors and Advisors to translate settlement commitments into fit-for-purpose operational policy, processes, and guidance.

Skills and Experience Required
 

We’re looking for someone who brings:

  • An understanding of Te Tiriti o Waitangi and its implications for public policy and service delivery.
  • Proven experience in policy development, legislative interpretation, or operational policy.
  • Experience in the machinery of government, regulatory systems, and public sector processes.
  • Strong relationship management and communication skills, particularly with iwi, hapū, and Māori organisations.
  • Proven ability to lead complex work programmes and influence across senior leadership, navigating complex policy issues.
  • Confidence in te reo Māori and te ao Māori environments.
  • Ability to provide high-level strategic advice in complex environments.
  • Knowledge of New Zealand’s resource and energy systems is desirable.
