Are you a strategic change leader who thrives at the intersection of business systems, customer experience, and large-scale transformation?
We are seeking an experienced Director Business Systems and Change to provide leadership across Tenancy Services’ critical business systems and associated change initiatives. This is a newly created key senior role with significant impact on customer outcomes, digital service delivery, and organisational performance.
About the role:
As Director Business Systems and Change, you will be accountable for ensuring Tenancy Services business systems remain fit for purpose and deliver seamless, end to end solutions that meet the evolving needs of customers and operational teams. You will also be responsible for tenancy bond business owner activities within Tenancy Services.
Initially the focus of the role will be on supporting the successful final release of the modernised Bond Services back office and digital channels updates, imbedding the newly approved cross team operating model, including implementation of a new bond business owner function and building relationships with critical stakeholders internally and externally.
Balancing deep technical understanding with strong change leadership, you will operate confidently in a contemporary tenancy and service landscape, driving improvements to the customer journey, customer satisfaction, benefit delivery, and the uptake of digital-first ways of working.
You will:
- Lead the development of a future-focused roadmap, backlog and change pipeline for key tenancy systems, initially focusing on the new Tenancy Bond modernised system
- Act as Product Owner for Tenancy Services’ critical systems, working closely with System Owners and delivery teams
- Have responsibility for tenancy bond business owner activities
- Ensure continuous improvement with a strong customer-centric lens
- Oversee benefit delivery, budget management and reporting in support of an invest to save approach
- Partner closely with senior leaders across Tenancy Services and MBIE to ensure operational effectiveness and efficiency
The role reports to the Head of Tenancy and is a member of the Tenancy Services Branch Leadership Team.

Skills and Experience Required
You will be a seasoned and credible leader with a proven track record in business systems change and transformation, ideally within complex or public sector environments.
You’ll have:
- Extensive experience leading business system planning, working with ICT teams on requirements development, implementation and backlog prioritisation
- Proven organisational change leadership experience across complex, multi-stakeholder environments
- Strong influencing, facilitation and relationship management skills, including engagement with senior and executive leaders
- The ability to translate complex technical and operational issues into clear, actionable insights
- Experience managing external partners and negotiating outcomes
- Sound understanding of public sector machinery of government and operating processes
- A self-directed, resilient approach with excellent judgement, political awareness, and integrity
- Must have the legal right to live and work in New Zealand
